It looks like you have the minimum recommended for playing this game
I still consider 256mb Ram running Windows XP as minimum
You may consider upgrading to 512mb

Try shutting down all unneeded programs that are running in the background

Enter the options of the game and turn down some of the higher quality settings

Disk Defrag wouldn't hurt either if you haven't done it for a while

 i just formatted my computer..but still the same
and that never happened before...
im wondering if my gfx card is burnt

It sounds like graphics corruption. Is your card covered with dust and running hot? Try cleaning out the case. Also try scaling back your video settings until it gets better. I would change the video card, though. You can get a better card for short money.
