Here's the bottom line, there are various ways and methods of getting referrals for all those free sites out there, some are better than others. In my opinion, I thing congalines are great as long as you pick the right one. This site below is great for congalines. I used to get my free PSP and my free iPod. I highly recommend you check it out. The admin will start new lines with you at the top as well.
