Title: Start Bar Doesn't Load on Login!

Ive started in safe mode, restarted the pc, tried alot. But when i login, the start bar DOESNT load, the screen just looks like it looks, i can access task manager, thats how im on now. Some how i made the bar show up, but next time i login it will be gone.
