In the Process manager can you click on the Floppy disk icon (Save list to file)
Save the list to desktop and copy and paste it back here

click on Hosts File Manager
Click the "Open in Notepad"
A text file should open, can you copy and paste back the whole contents of the Hosts text file too, thanks

As to Norton, it seems as if all the application files are missing from the folders. Nothing but logs remain.
