How do I get up to level 99 on tuturial island?

You don't, it was an RSC thing, now the max level in any skill you can reach on Tutorial Island is 3 (combat level 5)

Something happend to all my items in the bank that I had got off tuturial island! How do I get them back? i had 25 coins and 83 branz bars.

To prevent people from getting tons of items before they get off tutorial island, you are given a set number of things after you leave, so you have 25 bronze arrowns even if you had 2000

Yea but if it wasn't there it is possible for people to get over 5000 arrows and about the same number in runes.  It prevents people from taking advantage of this and gives them just enough items to start off in runescape.

yea i had 1k of bronze bars.
boy did i waste my time on tutorial island 54 lvlz ago...
