Title: Run Win 3.1 all on a CD-ROM

i would like to run windows 3.1 on a CD-ROM instead of a hard drive,

because i need to use a basic windows API, and win 98 all on CD-ROM would be overkill.

i have a recovery CD that shipped with my netserver.
it boots into windows 3.1 and runs recovery tools and firmware updates. This is possible !

any insight is appreciated ! thanks

There is a way to do this.

mini-windows (the GUI interface which loads when you run win9x SETUP.exe from DOS)

the filename is mini.cab

i would like to write a customizable frontend in 16-bit, since mini-windows mode has no desktop or program manager, it seems

Either Microsoft AFX or in MFC . which is better to create a standalone 16-bit .exe ? (with .ini menu options)
