You should make anyone selling an account tell the following...

Combat lvl:
Is it a member?
Has it ever been member?
Was membership bought on a Credit card?
Are Recovery questions set?
Does it have a bank pin?
Are you the original owner?
Starting bid for the account is:
Willing to use an official Middle Man:
Picture of stats:
Picture of pin and recoveries:

For items

What is the item?
How much are you looking for the item?
Picture of item:
