Title: can't browse

Ok, this is a tough one. I can :

1.get online in safe mode
2.ping outside in normal mode
3.access the web server of my router in normal mode
4.***cannot browse online in normal mode***

I have run spybot, adaware, avg, stinger, cleaned hijackthis, run winsockfix, and still nothing.

Have you tried going online in normal mode, rather than safe mode. Or Just Just unplug your router or get in touch with your internet providers.

I would suggest checking your firewall settings, I ran into a customer that had the same symptons your mentioning.  He had Nortons Firewall, and in the settings he had IE blocked.
