I dont know if they are jagex, but i also advise dont trade with them. i have heard alot of cases where people have brought from there, then there accounts get banned. DO NOT TRADE WITH THEM. This topic has appeared on a few different forums with the same thing occuring.

i have traded with them 2 times on rs and 1 time on W0W, and have not been banned. but i wouldnt use them, 11$ per mil is crazy

i sold 50m to them. didnt get banned. it's just jagex watches them 24/7. thats why they only buy 5-10m at a time... sell it then they buy more.. never leaving gp on their accounts.
