he said they are good but only bad thing he said was they take a while for gold delivery i dont know if hes used them for powerleveling

I do not know about powerleveling, but they are not 100% safe for purchase of gp.
I had a couple of transactions buying mills where they were fast and delivered without a hitch. Then I put in an order for 25m, and they took my money thru PayPal. Their website had advertised a special, and they charged me more than the advertised price. When they did not deliver within a few hours, I contacted live chat and they told me since it was a large order (25m) they were backordered. They told me a smaller order would be filled in 1/2 hour. So I ordered an additional 2m. When it didn't arrive, I contacted chat again and they told me that they were backordered and that order would take several days also. Then they took my money thru Paypal for that order as well, without delivering the order. After waiting 3 days and being told whenever I asked that they were backordered, I contacted them on chat and cancelled both my orders. They returned the money to paypal for the large order, but said they couldn't find the smaller one in their records. I submitted detailed proof from Paypal of both orders having been paid already. They ignored the proof, openly accused me of lying, and cut me off live chat. I filed a claim with paypal. The next day gogoer emailed me and told me that if I settled the claim first they would deliver the gp. I did not respond. Finally they repaid the money to paypal. I found that the live chat did not speak or understand English very well, or rather understood rather selectively. When it was something involving my paying money to them, their understanding was crystal clear. When it was something about their refunding money, delivering gp, or something else benefitting me, they often became confused and said they didn't understand. I don't trust them, and I don't enjoy being called a liar (which, incidentally, they misspelled).
