I need to know the syntax for creating a .reg file for Windows 2000. All the rules for creating them. I need to be able to lock down several computers (not on a domain or AD) and I think that would be the simplest way to do it.

Export a Reg File and check it out.

Why dont you use the Group Policy Temps ?
