Well someone always wants something stickied and alot of times it needs to be.
So I suggest a forum where everything important gets stickied.
you cant post there you just go to read the stickys.
you can also make a sticky in every forum telling people where to go to read important News.
just a suggestion sense alot of stuff need to be stickied and no room to do it.
