every couple of days my monitor is a jumble of colors, sorry thats the best way to describe it. I figure it's the monitor or the video card. How can I tell what it is? I downloaded and installed an updated video driver and it still does it. I have a radeon 9550 (about three years old) and a dell lcd monitor (1 year old). I there a way to determine what it is?

Here's a quote from Dell support forums
When the Burnin Mode is left on, the screen goes dim, then cycles from red to green, to blue, to black, to white.
There are several ways to access the Burnin option, here are two -
* Turn the monitor off
* Hold down the Menu button and the plus button
* While holding the other two down, press the power button. Wait for the DVI connector graphic to disappear
* Release all buttons
* Press the minus button. The Service Menu should appear
* Scroll down to Burnin Mode using the minus button
* Press the Menu button to activate that setting
* Press the minus button to set it to Off (it should be blue when selected)
* Press the plus button to highlight Exit Menu
* Press the Menu button

* Power the monitor off
* Hold down the exit and menu buttons
* While holding those two down, press the power button
* Release all buttons
* Press menu button
* Move to Factory Reset and press menu
* Move to Factory Option and press menu
* Move to Burn-in, press menu and turn on / off then press menu

Have you ensured the cable from the monitor to video card is secure?

Ok, I did everything. The first 2 steps of burn with monitor. I didn't get the results you were looking for. It didn't do anything. The third step with the monitor it worked like you listed. The monitor is now a lot brighter.
I uninstalled the driver for the video card. In the uninstall instruction it said to look for an entry "DAO" I did not see this, so I continued on. I had to install the microsoft net framework. I then installed the catalyst software suite. When I uninstalled/reinstalled the drive earlier today I only installed the driver, not the suite. Everything seems to be working ok now. The strange monitor display happened intermittently, so I will watch for it. It doesn't clear itself, I have to restart the computer. So I know when it happens while I am away from the computer.
All cables are secure.
Anything else I can do while I wait to see if it happens again?

what kind of video card should i use for gaming? i have a family pack card in right now
