Wondering if serial numbers are illiegal to give away on here :S or to *give a website*... dont wanna get banned :S

If you give out a serial to a program that you don't own, that's illegal.  Now, if you own the program, and you sell it to someone else, then of courses the serial has to be part of what you give them.

As for giving out websites, you can tell people about all the websites you want.  Just make sure you don't break the rules (basically, no linking to warez or porn).

As long as you havnt bootlegged (Generated) the Serial Number. Basically if youve used a KeyGen to get the serial code its not legal. If you have bought it from the company (Microsoft, Adobe) then knock yourself out.
