Can a CD be burned in a way so that it emulates the Windows Boot Disk, wherefrom I get control of all the inherent features a normal boot disk – like formatting, partitioning etc? Whenever I had to format the HDD, I had to first boot into a floppy then perform the format and lastly installing the OS from the CD. A CD containing the OS and the useful tools and utilities, would be very handy which can boot and also perform the above activities.

This is nice and simple to do. I\'ve done this before with Windows ME and it works quite well.

Simply follow the instructions posted on the site and make sure you include format.com and fdisk.com on the CD.

yeh of course. you can use diskemu and simulate the 98 boot floopy, win2k, winxp, and many many more beyond just MS even. all that is covered in the never ending multi 2k 0S cd thread right here.
