There are no requirements. You can literately take a character right off of tutorial island and do this.
I am selling this guide for 3M a piece. I will Get it verified by a mod.

Really it has nothing to do with RuneScape, all you are doing is using the RS account to accept the mills, the reason you get paid is fancy, but I dont see it making you 35m an hour unless you are pretty lucky...
