Title: anyone know how to fix javac error?

Well as you saw in the last thread im qutting runescape and basing most of my computer time on private servers and learning how to create them. Well whenever I open my testscape source i get this error

'javac' is not recognized as an external or internal command and or operable batchfile.
Press any button to continue. Whenever i try to compile the server it does the same exact thing. I have jdk 6 update 4 and java runetime enviorment standard edition. jre 1.6.0._10 and can you tell me all the components and downloads i might need to make this thing work. Please help or ill have to go back to lame, gay, gay staff, gay updates, runescape. I dont wanna do that so please help!
