Title: Frame Rate

I have a Friend who is running Windows Xp, and wants Vista for Christmas,

Would this help his frame rate more than just getting a new video car?

More than likely it would decrease his framerate, depending on the specs of the system. It also depends on the game, some games were specifically designed for Vista, and therefor if a computer can handle Vista, that particular game gets better performance.

If you are talking about getting a new Video Card, then the computer itself is probably not very good, and in turn, would more than likely have problems running Vista, thus decreasing overall performance, not just games.
