Hi,
First of all, I've had this issue for a long time & I've gone back & forth with HP customer support trying to resolve the issue, but nothing they've suggested has helped. I still have the entire thread of these emails if you need to see them.
Apparently I have a graphics card driver problem (NVIDIA GeForce 8500 GT). This is the error code I get from the driver properties - "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)".
The first thing HP told me to do was uninstall the driver, including checking the "Delete the driver software for this device" button, & then reinstalling, but this didn't work. Then they told me to do numerous other things which also didn't work. The last thing they told me to do was to delete a registry entry, "Upper Filters" in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}. This not only didn't work, it caused a new set of problems. After that I was fed up with HP & gave up dealing with them.
One more thing I thought I should mention, the mouse driver was affected at the same time the graphics card was & the mouse wouldn't work either. I uninstalled the mouse driver, restarted the computer, & it automatically reloaded its driver & has worked fine ever since.

Can I take a look at the corrupted registry key
I'm unsure what operting system your running since you didn't supply that info
but, try the following
Open Notepad (START>>>RUN>>>type in notepad)
Hit OK
Copy the contents of the CODE box, not including the word "code"
Paste it to the empty Notepad file
In Notepad click FILE>>SAVE AS
Change the Save as Type to All Files.
Name the file as Export.bat
regedit /e Export.txt "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}"Double click on Export.bat, a text file called Export.txt
should produce on your desktop
Copy>>paste back here the contents of Export.txt please

I'm curious, that registry key is related to CD/DVD drive, are you sure the error code in device manager is for your Graphics card?
Can you also look in device manager any errors with CD/DVD drive please

If I expand "Display Adapters" in the Device Manager, there's a little exclamation mark in a yellow triangle next to the NVIDIA GeForce 8500 GT, & when I right click on it & select properties, that's where I see the code 19 error message. I really don't know why HP told me to mess with that part of the registry...
There aren't any more errors showing in the Device Manager, including the CD/DVD drive.

Have you tried installing the drivers from Nvidia?

If you haven't, give them a chance, ensure to disable your AntiVirus software temporarily during installation
In addition: Right click on the driver and choose to "Run as Administrator" when installing
Reboot and see if it's any help
Note: After the driver installation, Windows may default to 16â€bppÂ

the Desktop Window Manager (DWM). To work around this issue, set the colorÂ
to 32â€bpp and then reboot the PC.Â

I installed it like you said, but the graphics card still isn't working. It installed some Nvidia 3D Vision stuff, & when I double-click on it, I get the error message "Primary display's adapter does not support 3D Vision". I'm also still seeing the error in the Device Manager.
BTW, Is there anyway I can repair or add back the Upper Filters in the Registry that HP told me to delete?

That was really up to you and HP to back up your registry
Do you happen to have any System Restore points before you started making changes?
I'm not even sure if restoring will help
Is this the same graphics card you always had in this computer, have you always had problems with it?
Did you install any new burning software? Such as Roxio, etc...

I tried system restore not long after the problem first started, but that didn't work.
Yes, this is the same card that came with the computer. It worked great until this issue started. The only thing that I did in the day or two prior to this issue starting was the microsoft updates automatically downloaded & I installed them. I haven't installed any burning software on this computer.

Maybe try the FIXIT tool from Microsoft
It's related to CD/DVD fix, but give it a shot
