Modifying your Windows XP Boot logo using Photosho

ive loaded the \"16.act\" file at the swatches palette. but whenever i open the bootlogo.bmp, all i can still see is a black image.
how will i do it right?

Just go to menu Image\Mode\Color Table ... Press Load and choose 16.act
