An in-house use-of-force expert reviews the investigation and concludes the officer was justified in firing based on the perceived threat, a conclusion backed by a use-of-force trainer at the Ontario Police College in Aylmer. A Crown attorney appointed by the regional Crown Attorney reviews the reports. Windsor police review all the reports.

 The conclusions

 The officer was justified in using his weapon and there was no evidence of criminal wrongdoing.

 Use-of-force experts recommend new handgun training that includes “real life” conditions such as low lighting, physical exertion, moving targets and high stress, a change already implemented after a new shooting and training range included in the recent expansion was opened.
