I have the Phenom II x6 1090t which is a 3.2ghz six core.  What would be a safe, but higher amount of performance I could get out of this?

Don't state this [censored]. If you were to overclock, you overclock slowly ie. 1x multiplier increase or 10 FSB boost then a stress test with OCCT or Prime95. Overclocking takes time and you can't just go directly to 4Ghz + with a snap of a finger.
