Ok i'm trying to upgrade my processor and my motherbord uses a 200FSB now i herd that i can put a processor in with a higher FSB like a 266 in a 200 but the speed of the processor is slowed my question is. Is that true? and if it is how much is it lowered by? I'm looking at putting a 1.4ghz on 266FSB into a 200FSB motherbord. well if you can help me out that would be great thanks for your time.

First I would check the website of the motherboard to see if they have a BIOS update or jumper setting that will let you run at 266MHZ bus. However, what you heard is true in a way about the CPU running at a slower speed. The multi on the CPU is locked. So if you run the Bus at 200 your CPU will run at about 1050MHz.
