Tech Clinic / networking and its complications

hey i have a problem, my brother cannot seem to access my files/folders yet i can seem to access his. It was working all fine, back and forth, until i got my wireless network card. Now, i can go into my brothers just fine, but he cannot get into my computer (not even folders) because it says he does not have permission and you must contact the administrator etc.
Before you tell me to do something you must know these factors:
1. I know how to work 'sharing' and it is fully on and functional and should be.
2. i am using windows XP SP2, and i have turned off the integrated windows firewall.
what now?
