Software / Windows 2000 Upgrade Spanish

I'm looking to buy Windows 2000. If i upgrade with Win2k Spanish upgrade (B23-00122) will I still be able to use it in english. Is it possible to do a clean install with upgrades if I have a previous version of Windows like 98se. Thanks.
