Tech Clinic / Installation problems

I'm having a very simple problem.  I'm trying to install an application and I keep getting the message -- "Not a valid Win32 program".  I'm trying to run the setup.exe program to install Adobe Photoshop Elements.  This is silly.  What's wrong?
