windows operating system use only one hard disk partition to install os.. if u dont make partition then it wil use whole hard disk.. n  if ur system crash.. then might be u need to format hard disk or reinstall the os.. n possibly data loss.. thats why create seperate partition for os.. 20gb is sufficeint..

no there is no risk.. u can install vista n linux @ extended partition too !!

as xp n lower ver windows need primary partition...
