Software / extracting mscomct2.ocx files to c:windows in Vista

I down loaded the drivers for my Brother All-in-one and started getting a runtime error 339, "componet 'mscomct2.ocx' or one of its depedenendcies registered:a file missing or invalid" when I boot up.
With the research that I have done I belive that I need to get that file into the windows folder. I have the file on my computer not in the windows folder. When I double click on the file it gives says that I need to pick a destination to extract the files. I seclect C:Windows and it tells me that access is denied. I am working in windows Vista can any one tell how I can gain access to be able to extract those files to the windows directory or let me know that I am way off track on how to fix the problem.
