Software / problems with xp oem edition

i installed win xp home edition using an oem disc, but i cant launch msconfig or regedit from the run dialog box, i can launch regedit from the windows directory, any way to fix this?

also im getting a dialog box upon loggin in that say: "ins.exe file not found" i checked in sysedit and regedit and the file doesnt appear in the run section or runonce

any ideas on these other than a clean reinstall?
