Software / Outlook Express and My Pictures

I have always used Outlook Express to send my pictures to friends and family. Before I would open a file in my pictures and select a picture or two to send. Then I would click the "email this file" button on the left. I would get a screen pop up that says that it can resize my picture and I choose yes. It would then insert the chosen picture into the body of a new message through Outlook Express. It would be resized and not as an attachment. I recently moved and now everything is messed up. When I do the above mentioned process everythng is the same except Outlook makes it an attachment. Could it be because the ISP is different or do I need to change some things?
