Check to see that the motherboard isn't earthed somewhere. If the board is earthed I don't think you'd get the BIOS screen. Assuming you get past the BIOS screen, make sure that the HDD IDE cable is connected correctly. Generally the red stripe that runs down one edge of the cable should go to the same side red on the power connection.
You might want to also check the BIOS to make sure it's recognising your HDD correctly.
