name vs IP address on home network

I have 2 home computers running XP on a wireless network at home. For reasons I cannot understand I can only access the shared files or printer if I use the IP address of the other computer in the Run function. When I use my network places, although it acknowledges the presence of the other PC and identifies it by name, I am denied access.
I use norton for my firewall and I am able to identify each computer as trusted to the other computer by IP address. I cannot figure how to do it by computer name. In the syamntec help section I found this quote... "If you don't have TCP/IP bound to Client for Microsoft Networks in Windows Network Properties, you must use IP addresses instead of names for the computers on your local network."
What does that mean and how can I do what it says. It is a small but irritating problem that the 2 computers will talk and recognize each other by IP address but not by name.
Any help would be appreciated.
