Is that the exact error message?
Do you have a Startup disk?

If you do try putting it into your floppy and bootup your machine
At a command prompt
Type scanreg /restore

Notice the space between the g and /
Restore to a time before this happened

Post back with the exact error message

You can get a startup boot disk from here
http://www.bootdisk.com/
Save it to a floppy and boot up with it

The message states that the "regisrty file is missing" and that the "registry file may not be available for this session".  By hitting the Delete key, the ME Start up Menu comes us with four options:  1. Normal, 2. Logged, 3. Safe,  4. Step-by-step configuration.  None seem to do anything, with the computer shutting off after a while.

Did you try making a floppy from bootdisk?
Download the exe for your version fo ME from Bootdisk.com
I'll assume OEM version
Save it to your desktop

Insert a floppy into your machine
Double click the exe on your desktop and let it copy over to the floppy

After it's copied you can insert it to the machine that doesn't boot

Try starting with Command Prompt only or Minimal Boot

You may have to change your boot order in the bios to Floppy first

Type in scanreg /restore
if no go try
scanreg /fix

Remember the spaces

The computer does not respond to to floppy drive or cd/dvd drive.  I cannot get to a screen that will allow me to type anything, much less change boot order.
