Spying process to TCP/Ip port allocation

If i know there are sixty TCP ports open and no data is being transferred. How can i find out which port is opened by which process. Is there any utility that does it for me? or any APi function that can do something like that?
Need a genius to solve this

Don\'t know if this\'ll give you the exact info you need, but it should help.  Go to the command prompt, and type \"netstat\" without quotes.
