After reading the TOS, FAQ, etc; for a few hours, I've come to the conclusion that this is the best place:

The surfing script is fine, it doesn't pop up every 30 seconds. However, you only have a max of 1% until you upgrade your account. I will have my first 10 dollar "check" coming in soon, which will be used to upgrade my account. Basically, you surf sites, you get credits, they convert the credits at the end of the month, or if you have a 100+ balance, immediatly. It seems promising. You WILL be paid!
You can also use the money you make on the free account to fund larger accounts, you get a huge return on it.
