I'll tell you what the problem is.  You can think of it in two parts:

1.) The reason is that there are no hacks for runescape
2.) You probably have a keylogger or a trojan that will infect your comp and find out your password from whoever you downloaded it from.

Good Job, you just have jeopardized the security of your computer by downloading that so called "hack"
