recovery console in xp home edition?

Is the recovery console supposed to work in xp home edition? It won\'t accept my admin password at the recovery console (incorrect admin pass, but it\'s not), nor in safe mode, or going to desktop with the 2000 style login (account restriction). Can only login as Administrator in safe mode at the welcome screen. Is this normal behavior?

This article shows how to install it under xp pro. It worked in home edition too, except that it won\'t accept the password:
