How to correct IE5 Java problem?

I have installed a couple of times Windows (98 and 2000) just to correct IE Java issue. When IE won\'t show Java screens, whatever I select and de-select Java, reboot, it still won\'t show. (There are three check boxes for Java in IE settings.)
I ended it up using Netscape 6 to open the pages. (http://www.tpl.toronto.on.ca/Catalogue/index.htm

Anyone know how to solve it?

I had a java problem with Win98, I called Microsoft tech support because it seemed that nothing I did seemed to solve the problem. I finally had to reformat.
