I recently almost had to pay up to $900 for a program to mass import user accounts into Active Directory. I finally found enough clues from a few vbs scripts to pull it off myself. Anyone ever need to mass import accounts please drop me a line and I will send the whole thing to you. Just to spite the damn company.
PS. you will need M$ Excel on a domain controller for it to work though. I use an excel spreadsheet to pull all the info out of.
