Yes the windows firewall is on.
When I opened Power Option it didn't have the tabs that you mentioned...
It only had "Power Schemes", "Power Meter", "Alarm", "Advanced", and "Hibernate"
My laptop's a toshiba so there's a scheme called 'Toshiba Power Saver" which is controlled by a separate Toshiba Power Saver software.
I have now changed the scheme to window's original "full battery" scheme.....I'll see if that works.
