extracting mscomct2.ocx files to c:windows in Vista

I down loaded the drivers for my Brother All-in-one and started getting a runtime error 339, "componet 'mscomct2.ocx' or one of its depedenendcies registered:a file missing or invalid" when I boot up.
With the research that I have done I belive that I need to get that file into the windows folder.  I have the file on my computer not in the windows folder.  When I double click on the file it gives says that I need to pick a destination to extract the files.  I seclect C:Windows and it tells me that access is denied.  I am working in windows Vista can any one tell how I can gain access to be able to extract those files to the windows directory or let me know that I am way off track on how to fix the problem.  Thanks for your time.

right click -> run as administrator

if that doesn't work just drag and drop whatever file you need to into the directory you need to and click past the UAC that will come up
