Just make a new cd without the win98 folder , and  eventually  delete the setup.exe or win98setup.exe  in  the autoexec.bat .
If  you want  to make the cd bootable .
Use a boot-up floppy from win 98 to make a bootsector .

RDC must be high! you need the files on the win98 folder if you make a cd without the folder and contents it will not work, just copy the folder named win98 to a CD and if you want it to install from dos, make a startup floppy disk to boot from, go to control panel and open the add/remove programs control and choose the startup tab, then click on \"create disk\", follow the instructions

A utility for anyone with Windows 9x and ME. Restore your Windows operating system and Registry in less then 10 minutes, without formatting or reinstalling Windows. Create your own Windows CD from the OS!, one you can reinstall Windows from without having to format or using your recovery CD. The only utility that is designed for computer owners that have a recovery CD only
