Win2K boot disk NTLDR

I have followed the directions for making a Win2K disk bootable using cdrwin.  The disk is recognized, bu I get the error:

Boot: Couldn\'t find NTLDR
Please insert another disk

My files have been written to the root directory on the CD, and setup.exe is there.  Any ideas?

Try making a floppy with ntldr, ntdetect.com  . Perhaps this will do it
