i would like to ask from the experts how to get around this anoying message ona blue backround when i try to install winxp

pls note i am trying to install XP Pro ona new WD400BB HD (40GB) and i have tried numerus times to partition the drive using \"fdisk\" only that after i finish it says:
\"you must shut dowm windows (me:i never entered windows to begin with since i am only in dos mode here) and then when i try to reboot it shows that it never recorded the changes to the partitions and i cannot find the HD on either C: D: E: F:
