I've read the intructions on re-installing WIN9x from scratch.  My question is what to do when there is no HIMEM.SYS file to be copied onto my startup disk? Nor is there a MSCDEX.exe file for that matter.

Before trying this re-install, the screen in DOS mode told me that
HIMEM.SYS
DBLBUFF.SYS
IFSHLP.SYS
were all either missing or corrupted.

Is there any hope that Win95 can be re-installed?

have you tried to download a different floppy image?? there is a MILLION of them out there

have you tried to add those files yourself with winimage or whatever??

is the cd bootable and does your bios support booting off of cds

No, the CD disk is having a hard time reading.

I looked at the link above for places to download a new boot up disk, so I think I'll try that.

Thank you everyone for your help.
