First of all check in your camera whether video out is there (it should be).
Next U must have TV tuner card installed in your computer.
Connect one end of the cable (that usually comes with the card itself) to the videoout of the camera and other end to the videoin of your card. (Generally the pins attached to the cable are known as RC2 pins.)

Install the necessary drivers for the card.

Now you can use your camera to view on the pc. http://images.thetechguide.com/forum/public/style_emoticons/<#EMO_DIR#>/smile.gif\' class=\'bbc_emoticon\' alt=\':)\' />

My pc says that I can record from a regular video camera, and it even gives the program to do so.

It says, "With Windows Movie Maker, you can transfer recorded video and audio from a source, such as an analog camcorder or digital video camera, to your computer."

So, if what you said is true, do i still need a TV tuner card?  There's no way to just plug the video camera into the usb?

Since your camera is analog so i dont think that it has USB port.
only the software cannot meet the requirement.
Anyway u tell me the outlets and inlets that you have in your camera.
But still i think u need TV tuner card for that.
