Windows Me will not boot up. I hear my startup sound, see my background, and see the mouse icon in motion and stop. My Start menu, and bottom toolbar do not come up. I hit control+alt+delete and there is no option for explore. I rebooted in safe mode and the same thing happens. How do I know what the problem is, and how do I fix it without having to reinstall Windows? Thank you all
