Spy Sherriff attack - can't reboot

I know Spy Sherriff is all over the place and there are programs to downlaod to help fix the situation, but I can't boot up to add a program or even launch one.  Even in safe mode the hour glass is constant and task manager hangs.

I am resigned to reformatting at this point, but I am wondering if I can't retrieve some docs and pics by using the drive as an external usb drive.  I have replaced an external usb drive with the sick one and can see most of the files when I access it from my laptop, but I can't see any files in the My Documents folder of the administrator.  Is there a way to access these files in this external way or is there some other way to save files from this sick drive?  Any ideas would be appreciated.
