Please help me get rid of these viruses

I've gotten rid of most of my viruses via Trendmicro's Housecall, but there were a few it couldn't remove.
And I can only boot into safe mode, when I try to boot into regular mode, it restarts when it goes to load my startup programs.
So I can't install any new programs and that rules out most of the helps.
Also, before it kept me from being able to go into regular startup, I couldn't uninstall any programs, not even through the add/remove programs.  It didn't give me an error or anything, just wouldn't DO anything.

*I have tried to remove the avpe32.dll file with hijack this, but it wouldn't remove it*
