Hello I want to format a windows xp pc's hard disk. The pc has not floppy disk driaver so I can't do it by start up dosk. Could you please telle me If I can and how to create an start-up cd to boot from this at the start?

Why do you want to format it?  To reinstall Windows?  If so, just boot from the Windows CD and follow the steps.  There's a step in there to format the drive.
if at first you dont succeed, call it version 1.0

its possible just serch on google start up 98 boot cd ull make a bootable cd and use it like ur using a flopy
